PSC DOCKET No. 07-20 - DELMARVA POWER IRP

In compliance with the State's "Electric Utility Retail Customer Supply Act of 2006," Delmarva Power and Light, Inc. ("Delmarva") filed its original ten-year Integrated Resource Plan ("IRP") on December 1, 2006. The original IRP was supplemented on January 8, 2007, later revised and updated on March 5, 2008 (First IRP Update). The First IRP Update was revised and supplemented on May 15, 2008 (Second IRP Update). On November 3, 2008, Delmarva filed its Third IRP Update which is currently under review and study by the Commission's Staff, the Division of the Public Advocate and several organizations who have intervened to participate in the docket.

Delmarva asserts that its Third IRP Update provides, among other things, detailed load forecast information through 2018. It includes a new Reference Managed Portfolio through 2018 that includes for the residential and small commercial customer (RSCI) classes the PSC-approved contract between Delmarva and Bluewater Wind LLC and three land-based wind contracts. The Third Update incorporates the expected price and price stability effects of incorporating longer term generation assets in the Reference Managed Portfolio. The Reliability Plan, submitted on March 2, 2008, has been updated and extended through 2018. Further, Delmarva contends that the Third Update contains a set of plan objectives, measures and action plans. Current IRP related documents follow:
