The role of the Hearing Examiner is to manage proceedings referred by the Commission, and to conduct all hearings deemed necessary in the proceeding. Based upon the evidentiary record developed, the Hearing Examiner issues a report titled Findings and Recommendations of the Hearing Examiner in which a proposed decision for the Commission's consideration is offered. During its public meetings, the Commission considers these proposed decisions, along with exceptions filed by the parties, and subsequently issues an Order that adopts, rejects, or modifies the proposed decision.
